The Codes Enforcement Division is responsible for safeguarding the health, safety and welfare of Athens residents, business and property owners in the area of housing and building code enforcement of the minimum property, building and nuisance codes for existing buildings are also enforced by the department. These standards are applicable for all property within the city limits and regulate the general maintenance of property to address aspects of mowing, garbage removal, and junk. In the enforcement of these regulations a citation may be issued by the inspector for any violation and / or the City Manager may instruct the Public Works Department to clean/remove/mow and assess the cost of such action to the property owner.

How high can my grass get before it is in violation?
Community Development's policy is 12 inches average height across the majority of the property.
Can I operate a business from my home?
Yes for certain types of Businesses.You need a current City of Athens Business License and approval from the Community Development Department, as well as, meet all of the requirements as stated by the Municipal Zoning Ordinance Section 4.06 Home Occupations.
Can I put yard sale signs on the utility poles or along the roads?
No. There shall be no signs of any nature allowed to be affixed to any utility pole per Tennessee State Law.
In addition, no signs can be located inside or upon any right-of-way per local ordinance.
If I have been notified of a violation, can I request more time to comply?
In most cases, Yes. The Community Development Department will try to work with landowners to help them correct a violation over time. However, there are a few exceptions where extra time cannot be given such as a life-safety, building or fire code issue that requires immediate attention and compliance.
